The Four Numbers NCC 2025 Actually Sets

Part 4 of the ABCB Livable Housing Design Standard, adopted in NCC 2025, sets out the sanitary compartment requirements. Four numbers matter to anyone specifying a toilet:

A clear circulation space of 1200mm by 900mm from the front edge of the pan. This applies whether the toilet sits in its own compartment or inside a bathroom.

A clear width of not less than 900mm between the finished wall surfaces either side of the pan, where the toilet is in a separate compartment.

Any fixed obstruction, such as a basin or vanity, at least 450mm from the pan centreline.

The circulation space must be clear of the door swing. This holds whether the door swings in, swings out, or is a cavity slider.

That last one catches people. A door is not a permitted encroachment. An 820mm door swinging inward sweeps an arc that can consume the entire circulation zone, which is why so many small compartments end up with outward-opening or sliding doors. NCC 2022 Part F4D8 already required the door of a fully enclosed toilet compartment to open outwards, slide, or be readily removable, unless there is at least 1.2 metres of clear space between the front of the pan and the doorway.

One qualification worth stating plainly, because plenty of supplier blogs skip it: the Livable Housing Standard applies to at least one sanitary compartment on the ground or entry level of a new Class 1a dwelling, and to Class 2 sole-occupancy units. It is not a retrospective rule applied to every toilet in every existing house. But if you are supplying into new residential builds or apartment projects, it is the compartment your customer has to get right.

Why This Shows Up As Returns

Roughly 40 per cent of toilet returns trace back to sizing errors rather than product faults, with the cost of a wrong call running between $150 and $2,500 once you count freight, restocking and the plumber's second visit. That figure comes from Australian retail bathware data published in April 2026, and it matches what lands in our own after-sales inbox.

The mechanism is almost always the same. Someone reads the projection off a spec sheet, checks it against the room, sees it fits, and orders. Nobody runs the clearance sum. A 700mm model in a 1200mm deep compartment leaves 500mm in front of it, which is less than half the required circulation space, and the problem surfaces at inspection rather than at delivery.

The arithmetic is not hard. It is just that the spec sheet and the code live in different documents, and nobody owns the join.

Run The Numbers

Standard Australian close-coupled pans run 650mm to 750mm in length. Back to wall models generally sit between 600mm and 700mm, with back to wall suites topping out around 550mm of pan projection. Compact models are usually quoted in the 480mm to 600mm band. Anything under 520mm of protrusion is treated as compact by most European manufacturers.

Published back to wall toilet dimensions vary more than most buyers expect, and applying the formula across that range shows what each option costs in floor depth. The spread between the shallowest and deepest option is 220mm. That is the whole argument, and it is worth more than it looks.

What 180mm Of Floor Depth Is Actually Worth

Here is the part that matters if you are buying for a project rather than a single bathroom.

Going from a 700mm pan to a 520mm pan does not save your customer 180mm in the toilet. It saves 180mm off the required depth of the compartment, which means the compartment wall moves 180mm. On an apartment floorplate that wall is shared with a bedroom, a hallway or a linen cupboard, and 180mm is roughly the difference between a wardrobe that opens and one that does not.

Multiply it across a floorplate. A developer running 60 units with two compliant compartments each is redrawing 120 walls. That is not a bathroom decision any more. It is a yield decision, and it gets made by the architect at design development stage, long before anybody is comparing glaze finishes or flush ratings.

Which is why, when a distributor asks us what makes a compact pan worth stocking, the honest answer has nothing to do with the fixture looking neat in a small room. It is that a shallow projection is the only toilet specification that shows up on a floorplan.

Our own back to wall compact toilet, FI-05, runs 520mm projection with a 425mm base footprint and 360mm width. On the formula above it needs 1720mm of compartment depth. We publish the full set-out drawing rather than a projection figure alone, because the projection on its own is not enough for anyone to check compliance with.

What To Ask For Before You Order

Three things, and they take one email.

Ask for the projection measured in plan view at the widest point, not the base footprint. These differ, sometimes by 80mm or more, and a supplier quoting the base length is quoting a smaller number than the one the code measures from. On FI-05 the base is 425mm and the plan projection is 520mm. The 520mm is the number that counts.

Ask for the set-out, and confirm it against the site. Australian floor-outlet pans commonly sit at 100mm to 120mm from finished wall to waste centre. Anything outside that band is a new-build product, not a replacement product, whatever the listing says. Our FI-05 is fixed at 180mm, which is exactly why we sell it into projects where the drainage follows the drawing and not into retrofit work.

Ask for the drawing, not the datasheet. A dimensioned drawing with the outlet, inlet, set-out and fixing centres marked lets your customer's plumber sign off in five minutes. A marketing datasheet with three numbers on it generates a week of emails.
